Help shape the Horden Residents' Charter

We are asking for the views of Horden residents, property owners and other interested people and organisations, on a draft Horden Residents’ Charter.

The Charter sets out what you can expect from us as we continue work on the Horden Masterplan, including the support available and how we will work with residents and property owners.

Your feedback will help us improve the Charter before it is finalised.

The Horden Masterplan

The Horden Masterplan is a long-term plan to improve the area, including housing and the local environment. The Masterplan focuses on:

  • replacing poor quality housing with new, modern homes
  • improving public spaces and infrastructure

The first phase of development focuses on Third Street and Fifth Street.

The Masterplan was developed following several rounds of public consultation:

  • 2018 - community-wide consultation
  • 2019 - options consultation
  • 2022 - consultation on the preferred plan

The Residents’ Charter

The Residents’ Charter is an agreement between us and the community. It aims to:

  • clearly explain the support available to residents and property owners
  • set out how we will communicate and involve people
  • outline what residents can expect during regeneration work
  • improve communication and transparency, build trust and accountability, and make sure people feel informed and involved

What the Charter includes

The draft Charter brings together key information, including:

  • our commitments to residents and property owners
  • support with finding a new home
  • details about compensation and financial support
  • information about how we will keep you informed and involved
  • opportunities to take part in consultation and engagement activities
  • what we can and cannot do, including legal limits around compensation and funding

Support for residents and property owners

The Charter explains the support available to people affected by the regeneration, including:

  • help to find a new home (social housing or private rental)
  • access to independent advice
  • compensation payments, where eligible
  • practical help with moving and relocation
  • working with property owners

We are committed to ensuring that:

  • no resident will be made homeless because of the regeneration plan
  • residents are treated fairly and kept informed throughout the process

Horden Residents Steering Group

As part of the Charter, we are proposing a Horden Residents Steering Group. This group would:

  • provide a regular forum for discussion with us
  • allow residents to share views and concerns
  • help shape how future phases of the Masterplan are delivered

It will include residents, local representatives and our staff, and will support ongoing engagement with the community.

  • does it includes the right information and support
  • what could be improved.

You can share your views by:

  • Completing our online survey
  • Attending a local drop-in event (dates are below)
  • Telling us if you would like to join a Horden Residents Steering Group

Affected residents will be contacted through letters and everyone will be able to take part through:

  • Online updates
  • Drop-in events and face-to-face sessions
  • Surveys and consultations

We aim to make information available in different formats where possible.
