Help shape the Horden Residents' Charter
We are asking for the views of Horden residents, property owners and other interested people and organisations, on a draft Horden Residents’ Charter.
The Charter sets out what you can expect from us as we continue work on the Horden Masterplan, including the support available and how we will work with residents and property owners.
Your feedback will help us improve the Charter before it is finalised.
The Horden Masterplan
The Horden Masterplan is a long-term plan to improve the area, including housing and the local environment. The Masterplan focuses on:
- replacing poor quality housing with new, modern homes
- improving public spaces and infrastructure
The first phase of development focuses on Third Street and Fifth Street.
The Masterplan was developed following several rounds of public consultation:
- 2018 - community-wide consultation
- 2019 - options consultation
- 2022 - consultation on the preferred plan

The Residents’ Charter
The Residents’ Charter is an agreement between us and the community. It aims to:
- clearly explain the support available to residents and property owners
- set out how we will communicate and involve people
- outline what residents can expect during regeneration work
- improve communication and transparency, build trust and accountability, and make sure people feel informed and involved
What the Charter includes
The draft Charter brings together key information, including:
- our commitments to residents and property owners
- support with finding a new home
- details about compensation and financial support
- information about how we will keep you informed and involved
- opportunities to take part in consultation and engagement activities
- what we can and cannot do, including legal limits around compensation and funding
Support for residents and property owners
The Charter explains the support available to people affected by the regeneration, including:
- help to find a new home (social housing or private rental)
- access to independent advice
- compensation payments, where eligible
- practical help with moving and relocation
- working with property owners
We are committed to ensuring that:
- no resident will be made homeless because of the regeneration plan
- residents are treated fairly and kept informed throughout the process
Horden Residents Steering Group
As part of the Charter, we are proposing a Horden Residents Steering Group. This group would:
- provide a regular forum for discussion with us
- allow residents to share views and concerns
- help shape how future phases of the Masterplan are delivered
It will include residents, local representatives and our staff, and will support ongoing engagement with the community.

Phases
Previous consultation and engagement activities
2018 Community Consultation
The 2018 consultation was open to all residents of Horden and the approach was a blank page asking respondents what they liked and didn’t about Horden and the Numbered Streets. We received 318 individual responses.
You told us that the main issues within the numbered streets is the condition of the properties, the issues caused by private landlords and tenants as well as the environment. The majority of local residents felt the solution is demolition (98) of the numbered streets followed by better control over landlords and tenants (75).
2019 Community Consultation
Following our 2018 Horden Masterplan consultation, we developed five potential regeneration options. The options were not detailed and only gave an indication of what could be done. We the local community for their views on these options and to identify a preferred option which could be further developed and inform lobbying documents to secure funding to carry out any work in the future.
The 2019 consultation was open to all residents of Horden. We had 1195 individual responses to the survey. 49 % of respondents identified that their preferred option for the numbered streets is wholesale clearance and rebuild with an educational hub. The second most common preferred option was whole sale clearance and rebuild with 26% of respondents.
74% of those responding were a local residents from outside of the numbered streets. 18% were residents living in the numbered streets. The preferred option for those living in the numbered streets was wholesale clearance and rebuild with an educational hub with 36% of respondents.
The most common reasons people told us were:
- It is the only option
- The area is unattractive
- Properties are no longer fit for purpose
- Current properties attract anti social behaviour and crime.
For those selecting options which included an element of demolition and rebuild, the preferred types of homes that should be built were:
- Semi-detached houses
- Affordable homes
- Bungalows.
2022 Community Consultation
A consultation was undertaken in 2022, where local residents were asked to feedback their thoughts about the preferred option. They could complete the survey online, at a local event or complete paper copies of the survey and return to us.
Key Survey Results:
- 369 respondents
- 98.1% of respondents from an SR8 postcode
- 92% of respondents viewed themselves as residents of Horden
- 86% of respondents supported and 11% partly supported the development plans for Horden
- 27% of respondents supported new housing, 24% supported all aspects of the proposals, 19% supported demolishing the numbered streets and 16% supported regeneration and development of the area.
- There was almost a 50-50 split between male and female respondents
- There was almost an equal split across age ranges of respondents, with 25-34 having the most and 18-24 having the fewest respondents.
September/October 2023 Community Engagement
Plans to invest £6 million in Horden to support the regeneration of the village were shared with residents at local events. The events provided information on our plans to proceed with ‘Phase 1a’ of the Masterplan for Horden, by investing £6million to acquire all properties on Third Street and enable ambitious plans to create a new mix of housing to support the needs of the community. The engagement saw letter drops and door-knocking, meeting with the Parish Council, the Residents Association, and drop in session during September and October.
Pre Planning Permission Community Engagement June 2025
In June 2025, two local events were held to share with residents the details of the Horden Masterplan initial phase of development. Phase one of the Masterplan delivery was centred around 3rd Street, the former 4th Street and 5th Street. A scheme of around 100 modern, spacious and energy efficient family homes and bungalows were proposed and the feedback from the event were used within the submission of the planning application.
