Help shape the Council Plan 2027-2031
We are consulting on the yearly review of our Council Plan and would like your views.
This is your chance to tell us if we are focusing on the right things and whether anything needs to change.
What is the Council Plan?
The Council Plan is our main corporate planning document which describes how we will work to provide the services that matter most to our communities over the next five years.
It is supported by a series of corporate strategies and service plans which provide more detailed information on the actions, major projects and improvements which we are taking forward to deliver our priorities.
What we did last year
Last year, we developed a new Council Plan (2025-30) where we consulted with residents, partners and stakeholders to review local needs and priorities and created new ambitions and objectives.
We received feedback from over 3,635 people to our survey alone, as well as comments from our partners including County Durham Partnership, Local Networks and the voluntary community sector. Our staff, local councils and a range of other groups and organisations also responded. Showing strong support for our high level ambitions and giving us confidence that the new plan reflects the priorities of our residents.
The current Council Plan was agreed at Council in October 2025.

Why are we consulting now?
It is important that the Council Plan is reviewed regularly to make sure it continually:
- focuses on the things that matter most to our communities.
- reflects changes that have taken place since last year.
- demonstrates how we will deliver efficient and effective services.
- ensures our ambitions and priorities remain the right ones for County Durham.
As part of the process, we have reviewed our current Council Plan and added further detail to our ambitions which are summarised below in the Summary of updates section.
